MEIR LINZEN
Senior Partner since 1987 Meir Linzen, one of Israels leading tax
experts, heads Herzog, Fox & Neemans tax team, the largest and
best known in Israel. He specialises in tax planning for international
and cross border transactions, tax issues pertaining to international
mergers and acquisitions in Israel, and governmental and regulatory tax
matters, including customs and currency control.
Meir provides tax advice with respect to acquiring local corporations,
transfer pricing, benefits for investors, and employee benefit taxation
to most of the major transactions of the firm and most of the multnational
corporations active in Israel, including acquisitions by Microsoft, GE,
Nortel Networks, 3Com, and BMC Software Inc.
Meir also heads the administrative law team to which he brings considerable
experience working with government ministries. He represents clients from
a variety of sectors, including health and agriculture, regarding legislative,
fiscal, and regulatory issues and advises foreign, Israeli, and Palestinian
companies that are acting in Palestinian Authority areas.
In addition, Meir acts as manager of the professional staff. In this capacity,
he is in charge of the recruiting, hiring, and training of new members
of the firm.

and represented the Bar Association before the Government
Represented the Bar in the reform legislation concerning
mergers and spin-offs and in discussions with the Income Tax Authority,
and contributed significantly to the process of this reform legislation

Within the framework of the World Bank, the International
Monetary Fund, and the Norwegian Government, composed the model for
cooperation between Israel and the Palestinian Authority
Under the auspices of the Dutch Government and in conjunction
with Palestinian, Jordanian, and Israeli colleagues, designed the model
for a Triangular Tax Treaty
Lecturer in Tax Law at Tel Aviv University, Bar Ilan University,
and Ben Gurion University and former member of the Editorial Board of
the Tel Aviv University Law Review
Former Deputy Head of the International Law Department
of the Office of the Judge Advocate General of the Israel Defence Forces,
holding the rank of Lt. Colonel (reserves). Meir specialised in public
international law and the articles of war and peace, and represented
the government in negotiations with Lebanon and the Palestinians.
